To apply for funding, you will need to complete and submit the full application form through our secure online grants system, SmartyGrants. Successful Stage 2 applicants have all been emailed the link to the Stage 2 SmartyGrants application form. Fill out the fields in the form, remembering to press save regularly, and when all fields have been completed, hit submit.
For Stage 2: Full Grant Applications, DCJ will have a panel of assessors to review each application and outcomes will be provided to applicants in June 2024.
SmartyGrants is a user-friendly web-based grant management system. It allows DCJ to oversee the whole Justice Reinvestment Grants Program online, including the applications, grant management and communications.
Applying online means we can reduce the program’s reliance on paper and need for applicants to print documents. It utilises available technology and makes the application process simpler and quicker.

Late submissions will not be considered or accepted unless in emergency or extreme circumstances. Where possible, the Justice Reinvestment Team may ask for a Cultural Review from DCJ Aboriginal staff. DCJ’s decision on whether to accept the request for an extension of time will be final.
To complete an application form you will need access to the internet on a PC or Mac desktop or laptop computer, or a tablet or smartphone (although some tablet and phone devices may not display or interact correctly or clearly as the site is not optimised for smartphones).
There is no need to install software. To access SmartyGrants, you only need an internet browser and an internet connection.

Applications can be completed at any time before the closing date. Applications can be completed across multiple sessions. You can access the application form and system using any computer that has an internet connection.
Yes, it is safe to apply online. Your application and information are submitted to a secure database which is only able to be accessed by authorised program staff and assessors.
Your information does not go ‘offshore’.
Yes, you can view or download the application form for Stage 2 by accessing the link that was emailed to all Stage 2 applicants.
No. You can complete your application in multiple sessions, just remember to save your application regularly.
For your application to be considered you will need to make sure you submit it. When your application is ready to lodge
click on the Submit button.
Applicants can choose to submit an audio or video response to the Grant Program Community Input questions in Part B of the Stage 1 Expression of Interest form.
For these questions you can choose to respond by uploading an audio recording or linking to a short video of yourself or other members of your organisation, reading the questions and answers aloud. DCJ staff are available to support you with this, if required.
You will still need complete all other eligibility and applicant details in the online application form.
Responses can be filmed or recorded on a mobile phone, webcam, or portable video device. Professional editing or production is NOT required or expected.

Yes. Before submitting your application you can review what you have written. You will not be able to change any part of the application once submitted.
Yes. When you submit your application in SmartyGrants, you will be sent a confirmation email confirming that your application has been received by DCJ.
The confirmation email will be sent to your nominated email address so please keep DCJ updated if your contact details change. This confirmation email will contain your application’s unique ID or reference number, as well as a copy of your application. Please keep this in a safe place as part of your records, as you may need to refer to it later. If you have any questions regarding your application, you will need to quote your application’s unique ID number.
Yes. It will be attached to the confirmation email you will receive via your nominated email address. Please keep it in a safe place as part of your records. You can also access a copy of your application through the ‘My Submissions’ area in SmartyGrants once you have logged in.

It is the responsibility of the grant applicant to keep DCJ up to date with any change in contact information, including the contact details of authorised signatories. Please email justicereinvestment@dcj.nsw.gov.au to update contact details.
DCJ is not responsible for any consequences should the applicant’s application be withdrawn due to out-of-date contact details in SmartyGrants or failing to complete required documentation by specified due dates.
Bank account details are required at the Stage II application stage to reduce a delay in payment.
If your application is successful and you have completed the funding agreement, the funds will be paid automatically to your nominated bank account.
It is the applicants’ responsibility to provide correct banking details, including the authorised signature to verify the applicant’s bank details, in their application form. Funds transferred to an incorrect bank account may not be recoverable.
A copy of the Stage 1 application form can be downloaded once you have registered in the online system.
A Step by Step Guide has been developed to show you how to complete the application questions.
Your application will be assessed for eligibility and if it is considered eligible it will move to the next stage which is the Stage 2 FullGrant Application.
Stage 2 successful grant recipients will be required to:
· Work with DCJ to establish a reporting framework and reporting requirements
· Complete progress reporting as requested by DCJ
· Agree that DCJ staff may meet virtually or visit in person, during or at the completion of your grant activity, to review your progress. We will seek your permission to visit, in accordance with local protocols, and provide you with reasonable notice of any visit
· Complete a Final Report on project outcomes and Financial Acquittal within two months (56 days) of project completion
· Allow DCJ to inspect the records you are required to keep under the grant agreement.
If the acquittal is not complete within the required timeframe, you will not be eligible to apply for any DCJ grants for the following two years.
DCJ has advised all applicants by email. This email has been sent to the applicant’s contact email addresses as provided in the grant application.
Q: In the document “Project Planning Template”, there is a Stakeholder section which is not apparent in the SmartyGrants form. Is a table of stakeholders and communication strategies required?
The “Project Planning Template” can be used as a living document, where each applicant can save and update their information without having to go into the SmartyGrants form each time. Also, we thought the template would make it easier for ACCOs to work with Thirriwirri and share information. In the “Project Planning Template” there is an optional table for “Key stakeholders and communication strategies”. The optional table could be helpful in answering the assessment criteria under “Community Governance and Collaboration”, but you do not have to populate the “Stakeholders and Communication Strategies” table. The table for stakeholders and communication strategies is optional, and is not specifically included in the SmartyGrants Application form.

Successful applicants have been notified of the outcome of their Stage I: Expression of Interest on 2 April 2024. Advice on successful Stage 2: Full Grant Applications will be advised in June 2024.
DCJ will notify all applicants of the outcome of their application via email. Should an applicant be unsuccessful and wish to discuss this further, a feedback session can be arranged with the Justice Reinvestment team.

DCJ is partnering with Thirriwirri to provide assistance to eligible organisations who progress to Stage 2 of the NSW Justice Reinvestment Grant Program. Yes. Equipment for grant project-related expenses is eligible, and must be less than $5,000 per item. Any item of equipment over $5,000 needs to have a written quote uploaded to the Smarty Grants application form.
Yes. The distinction we are making in the Guidelines is between temporary funding, and ongoing staff funding. This means that the funding is temporary (over 3 years) and not ongoing. Funding used to contract staff will only be for maximum 3 years.
No. DCJ does not fund purchase of vehicles, which come with liability and insurance problems and will outlast the lifetime of the grant. Car leasing is possible, and is an eligible cost. Collaboration with an organisation that has fleet is also another option.
The minimum amount per applicant is $500,000 over three years (excluding GST) and the maximum grant amount is $2.5 million over three years (excluding GST).
There are no minimum requirements as to the grant amount which should be spread across the three years, so varying annual budgets are okay as long as they total at least $500,000.
