NSW Government Submission to the NDIS Review

In October 2022 the Honourable Bill Shorten MP, Minister for the National Disability Insurance Scheme (NDIS) announced an independent review of the NDIS to make it better for Australians with disabilities and to ensure that the scheme can continue to work well in the long term.

The NDIS review is examining how the NDIS is designed, how it operates and how the NDIS can be made better for both the people who use it and the people who work in the system.

The NDIS review is being led by the Independent Review Panel chaired by Professor Brice Bonyhady and Lisa Paul and is scheduled to report in October 2023.

The NSW Government's submission puts on the record the significant experience NSW agencies have in working with the NDIS and demonstrates NSW’s commitment to collaboration with all Australian governments to improve the lives of NDIS participants and address scheme sustainability over the longer term.

How was it developed

The Department of Communities and Justice led the development of the submission and sought additional input from various NSW agencies including: NSW Health, NSW Treasury; the Department of Premier and Cabinet; NSW Department of Education; Transport for NSW; NSW Trustee and Guardian; Department of Customer Service and Department of Regional NSW.

What does the report include

The report has six key themes and makes twenty-nine recommendations. The six themes are:

  1. Applied Principles and Tables of Support to Determine the Responsibilities of the NDIS and other Service Systems (APTOS)
  2. Information, Linkages and Capacity Building and Tier 2 supports
  3. Safeguarding
  4. NDIS workforce
  5. Supporting people with complex needs
  6. Improving the participant experience.
